Pier Improvement Programme (PIP)

Background

In recent years, the Government has been implementing the Pier Improvement Programme (PIP) to improve the public piers in remote rural areas of the New Territories and the outlying islands in phases, with an aim to enhance the accessibility to scenic and natural heritage attractions and support the development of green tourism while fulfilling the basic needs of the local villagers who rely on boats as their major transport mode and the operational needs of fishermen.

Many public piers in remote areas have been in operation for years. On the grounds that the established policy largely prioritised pier improvement works according to the usage rate of the piers, the improvement works of some remote piers could not be carried out even they are suffering from severe ageing problems. In this connection, the PIP was put forward in 2017. Under the PIP, further to the consideration of the usage rate of these piers, the Committee on Piers determined the pier projects to be included in different phases of the PIP and prioritised the improvement works after taking into account various other factors in a holistic manner, such as public safety, connectivity to scenic and natural heritage attractions, local views, environmental and land issues.
