CEDD Signed Contract for Fanling North New Development Area, Remaining Phase: Site Formation and Infrastructure Works (West)

The Civil Engineering and Development Department signed a contract of about HK$2,720 million on 8 January 2026 with Gammon - STEC Joint Venture for carrying out site formation and infrastructure works for the Remaining Phase development of Fanling North New Development Area.

The works mainly include:

1. site formation of lands and ground investigation within Fanling North New Development Area (FLN NDA);
2. construction of at-grade roads connecting FLN NDA to Fanling Highway;
3. construction of Fanling Bypass Western Section;
4. construction of noise barriers and low noise road surfacing; and
5. ancillary works including vehicular bridge, footbridges, footpaths, cycle tracks, lighting, traffic aids, sewage pumping stations, drainage, sewerage, water mains, landscaping works, slope works and electrical and mechanical works.
