- It is the government's policy to ban all discharge of fireworks. However, application to conduct fireworks displays on occasions of special importance to Hong Kong may be submitted to the Home Affairs Bureau. The application to use pyrotechnics in filming, TV or theatrical performance may be submitted to the Special Effects Licensing Unit of the Film Services Office under CreateHK.
- Toy Pistol Caps (Amorces) and Party Poppers (Confetti Bombs) are classified as Manufactured Fireworks under the Dangerous Goods (Application and Exemption) Regulation 2012 Chapter 295E. Under the existing legislation it is illegal for members of the public to possess such items.
- Under the Dangerous Goods Ordinance Chapter 295, a licence is required from the Commissioner of Mines to store manufactured fireworks of any quantity and a removal permit for their transportation from place to place on land.
- A licence is required from the Commissioner of Mines to store Safety Cartridges for Industrial Fastening Tools for any quantity in excess of 5,000 rounds and that a removal permit is also required for transportation of more than 5,000 rounds from place to place on land.
- Applications for licence to store and permit to convey on land Manufactured Fireworks (Such as pyrotechnics and distress signals) and Safety Cartridges for Industrial Fastening Tools should be made to the Mines Division, Geotechnical Engineering Office, Civil Engineering and Development Department, 6/F, South Tower, West Kowloon Government Offices, 11 Hoi Ting Road, Kowloon.
