Second Phase development (also known as Stage 2B works) mainly covers –
(a) site clearance and formation (including land decontamination works) of about 63 ha of land together with the provision of associated engineering infrastructure, to prepare these formed land for subsequent development of public housing, community facilities, multi-storey buildings for brownfield operations, open storage, village resite areas and Yuen Long South Effluent Polishing Plant, and for construction of the proposed infrastructure works in paragraph (b) below;
(b) engineering infrastructure works including improvement works to Tin Shui Wai West Interchange, local roads, sewerage system (including pumping stations), drainage facilities, water supply facilities, reclaimed water facilities, landscaping, electrical and mechanical ("E&M") and associated works; and
(c) environmental mitigation measures and the EM&A programme for the works in paragraphs (a) and (b) above.

| Scope: | (a) site clearance and formation (including land decontamination works), together with the provision of associated engineering infrastructure; (b) construction of a retention pond; (c) construction of one nullah decking and three footbridges across Yuen Long Nullah; (d) re-alignment and widening of sections of existing Kung Um Road and Pak Sha Shan Road; (e) construction of associated works including junction improvement works, cycle tracks, footpaths, water supply system, sewerage system, drainage system, box culverts, slope works, retaining walls, landscaping works, electrical and mechanical works and other ancillary works; and (f) implementation of environmental mitigation measures for the works mentioned above. |

| Scope: | (a) site clearance and formation (including land decontamination works), together with the provision of associated engineering infrastructure; (b) re-alignment and widening of the existing Tai Kei Leng Road; (c) extension of the existing Yuen Ching Road to connect Long Ho Road; (d) construction of associated works including Pai Laus, noise barriers, junction improvement works, cycle tracks, footpaths, water supply system, sewerage system, drainage system, nullah deckings, slope works, retaining walls, landscaping works, electrical and mechanical works and other ancillary works; and (e) implementation of environmental mitigation measures for the works mentioned above. |
