C&D materials are mixtures of inert and non-inert material. The inert C&D material comprising rocks, concrete, asphalt, rubbles, bricks, stones and earth is collectively called "public fill". Since the material will not decompose and is therefore suitable for use as fill in reclamation projects. The non-inert C&D material comprises bamboo, timber, plastics and packaging material. It is collectively called "C&D waste" and is disposed of at landfills.
The split between inert and non-inert C&D materials is about 9:1.

In October 2007, the Government introduced the Scheme which aimed to encourage dump truck owners working for public works contracts to install mechanical covers. Owners should have their dump trucks installed with mechanical covers and registered in the Scheme at CEDD. The installation costs were paid to the owners. The Scheme has been successfully completed in October 2016, and all payments have been settled with the owners. Upon completion of the Scheme, most of the dump trucks in the territory were equipped with mechanical covers.
