Pier Improvement Programme: Kau Sai Village Pier and Ma Liu Shui New Ferry Pier - Awarded the Merit Award in the HKIE Civil Division Civil Engineering Excellence Award 2024/25

Date of Award: 28/04/2026

The "Pier Improvement Programme: Kau Sai Village Pier and Ma Liu Shui New Ferry Pier" project, implemented by the Civil Engineering and Development Department (CEDD), has been honoured with the Merit Award in the HKIE Civil Division Civil Engineering Excellence Award 2024/25.

The "Pier Improvement Programme" aims to upgrade the structural safety and facilities of a number of existing public piers at remote areas in the New Territories and outlying islands, with a view to enhancing accessibility of some outing destination and natural heritage as well as meeting the basic needs of local villagers relying on boats as their main transportation mode or fishermen's operation. Upholding this vision, the award-winning project adhered to two core philosophies: "Engineering Innovation" and "Community Harmony".

At Kau Sai Village Pier, situated within the UNESCO Global Geopark, the engineering team utilized large-scale prefabricated components and Building Information Modelling (BIM) technology. This approach successfully overcame adverse sea conditions to ensure precise installation. Furthermore, the team collaborated with villagers to create distinctive murals, showcasing traditional fishing village culture. Meanwhile, the Ma Liu Shui New Ferry Pier introduced Hong Kong's first large-scale floating platform and link span system. This innovative design addresses complex sea conditions, ensuring a stable and barrier-free boarding experience for passengers across all tidal levels.

In addition, both facilities incorporate elements of sustainable development and smart city technology, including the installation of solar panels and smart lighting systems. The provision of Wi-Fi networks and charging facilities strives to offer a more convenient and comfortable waiting environment for the public.
