Management of Public Filling
Public Fill

Public fill arises from construction, excavation, renovation, demolition and road works. Comprising of rocks, concrete, asphalt, rubbles, bricks, stones and earth, public fill is suitable for reuse in reclamation and site formation. Hard materials such as rocks and concrete can be recycled as aggregates for concrete/asphalt production or as granular materials for road sub-base and drainage layers etc.


Management Strategy

The strategy to manage public fill comprises three major tasks - reduce, reuse and recycle. Concerted efforts in the construction industry are required in the following areas -


  1. (a)   Reducing

    public fill at source through better planning, design and construction management to reduce the overall volume of public fill produced. Government departments are required to prepare management plans for public works projects to critically examine alternatives to reduce public fill produced during design stage and to monitor its implementation during construction.;


  2. (b)   Separating

    out waste such as timber, paper, plastic etc. to prevent public fill that could be reused or recycled from going to landfills. Contractors of Government works contracts are required to prepare and implement waste management plan to carry out on-site sorting and implement a trip-ticket system to ensure that public fill and waste are delivered to the appropriate reception sites/facilities.


  3. (c)   Reusing

    public fill in reclamation and site formation works where possible. However, this is becoming increasingly difficult because of the drastic reduction of reclamation and site formation works. To tackle the problem, we have commissioned two fill banks to temporary stockpile the public fill until new reclamation projects are available. The Government has also entered into the agreement of the State Oceanic Administration to deliver the public fill to the Mainland for beneficial reuse in reclamation projects.


  4. (d)   Recycling

    suitable public fill as recycled aggregates.



Public Filling Service

The beneficial use of public fill provides an economical source of fill materials for reclamation and earth-filling projects and also helps preserve the precious landfill space in Hong Kong, which would otherwise have to be used for the disposal of such material. Marine mud, household refuse, plastic, metal, industrial and chemical waste, animal and vegetable matter and other unsuitable materials are not allowed to be disposed of at any public fill reception facility.

Statistics of construction and demolition materials received at the Public Fill Reception Facilities and Landfills

The Public Fill Committee (PFC) is responsible for implementing measures to promote avoidance, minimization, re-use and recycling of construction and demolition material. It also oversees the management of public filling operations and facilities. In addition, the PFC produces and circulates the Forecast of Public Fill Generation and Demand Tables and designates the public fill reception facilities for public works projects. The Secretariat of the Committee is provided by the Fill Management Division.

Dumping Licences

Truck owners shall apply licenses (Dumping Licenses) for dumping public fill within the CEDD public fill reception facilities from Fill Management Division. The Licenses are free of charge, valid for one year and could be renewable.

The application forms could be obtained:

  1. at Fill Management Division of Civil Engineering and Development Department, address - LG1, CEDD Building 101 Princess Margaret Road, Homantin, Kowloon
  2. at the public fill reception facilities
  3. downloaded at internet
  4. downloaded at CWDF Hotline 2246 8220 via fax machine.

The application forms could be submitted as follows:

  1. By post – Fill Management Division/CEDD, CEDD Building, 101 Princess Margaret Road, Kowloon.

  4. In person on working days – the working days are Monday to Friday (excluding Winter Solstice, Christmas Eve, Lunar New Year Eve and Public Holidays) 9:00 am to 12:30pm and 1:30 pm to 5:15 pm.

Trip-Ticket System

Environment, Transport and Works Bureau has promulgated under Development Bureau Technical Circular (Works) No. 6/2010 the policy to implement a trip-ticket system in public works contracts for the proper disposal of construction and demolition material at public fill reception facilities or landfills in order to minimise the incidence of illegal dumping. In the planning stage of a contract, the project officer shall seek confirmation from the Public Fill Committee (PFC) through the Secretary of PFC as to whether public fill reception facilities will be available for the disposal of public fill generated or shall seek confirmation from the Director of Environmental Protection as to whether landfills will be available for the disposal of construction and demolition waste generated.

CWDF Hotline is now in service. The services of the hotline can facilitate the public to:

  1. Obtain the information about the locations, opening hours and adverse weather arrangements of CWDF; and
  2. Obtain the information about procedures for the application of Dumping Licence.
  3. Obtain application form for Dumping License and leaflets for CWDP via fax

Typhoon Signal No. 8

Closed when Typhoon Signal No. 8 is hoisted.

If Typhoon Signal No.8 is not lowered at or before 3:00pm, the facilities will re-open on the following day. Otherwise, they will re-open two hours after the lowering of Typhoon Signal No.8 provided that the site conditions are safe.

Black Rainstorm Warning

Closed when Black Rainstorm Warning (BRW) is hoisted.If BRW is hoisted before the operations start and is not lowered at or before 3:00pm, the facilities will re-open on the following day. Otherwise, they will re-open two hours after the lowering of BRW provided that the site conditions are safe.If BRW is hoisted during the operations, the truck drivers can choose to park at the designated areas within the facilities waiting for the lowering of BRW (MWPFRF does not have such area), or leave and Go to other safe places. The facilities will re-open as soon as possible upon the lowering of BRW provided that the site conditions are safe. If BRW is lowered beyond the normal closing times of the facilities, the facilities will be closed upon completion in handling the trucks in the aforementioned areas.

Remarks: Under some special circumstances (e.g. landslides during BRW), the facilities will reopen urgently to accept materials for the rescue actions.
