Project Background
The Civil Engineering and Development Department (CEDD) of the
Hong Kong Special Administrative Region (HKSAR) is committed to
reclaim land and provide infrastructures for the development of
an International Theme Park in Penny's Bay of North Lantau.
The China State Construction Engineering (Hong Kong) Ltd (CSCE)
was awarded Contract CV/2001/10 of Infrastructure for Penny's Bay
Development Contract 2 (the Project) on 6 August 2002.
The Project will comprise of the following activities:
* Decommissioning of Cheoy Lee Shipyard and off-site treatment of
contaminated soil at To Kau Wan;
* Construction of Water Recreation Centre (remaining part)
(ie an ancillary facilities of a flood storage pond of approximately
12 ha in size);
* Construction of Chok Ko Wan Link Road (remaining part) (ie a
1.1 km of dual-3 lane carriageway of the Penny's Bay Section
of Chok Ko Wan Link Road (CKWLR) which is an expressway); and
* Construction of Road P2 - Yam O to Penny's Bay (remaining
part) (ie a 0.9 km of Road P2 which is a primary distributor at
Penny's Bay).
The former Cheoy Lee Shipyard at Penny's Bay will be decommissioned
to make room for the construction of these infrastructure and will
be on the critical path for the construction of the Hong Kong International
Theme Park.
Main activities associated with the decommissioning of the Cheoy
Lee Shipyard are demolition of buildings in Cheoy Lee Shipyard (CLS),
excavation of contaminated soil from CLS, off-site soil treatment
at a reclaimed land of To Kau Wan (TKW), slope improvement work
behind CLS and filling of the CLS site. As identified in the Environmental
Impact Assessment Report for the Decommissioning of Cheoy Lee Shipyard,
the key environmental impacts arising from the Project include air
quality impact at the sensitive receiver adjacent to the CLS and
TKW sites, loss of habitats of the restricted/ protected plant species
behind CLS and impact to Mong Tung Hang & the potential rice
fish population.
The potential environmental impacts of the Project have been studied
in the following Environmental Impact Assessment (EIA) Report:
(i) “Decommissioning of Cheoy Lee Shipyard in Penny’s
Bay” (EIAO Register No: AEIAR-055/2002). The EIA was
approved on 24 April 2002 under the Environmental Impact Assessment
Ordinance (EIAO). An Environmental Permit (EP 116-2002) associated
with the decommission works was also granted on 24 April 2002.
(ii) “Northshore Lantau Development Feasibility Study
- Environmental Impact Assessment” (EIAO Register No: AEIAR-031/2000).
The EIA was approved on 28 April 2000 under the Environmental Impact
Assessment Ordinance (EIAO). An Environmental Permit (EP 138-2002)
associated with the infrastructure works to be carried out under
CV/2001/10 was granted on 10 May 2002.
(iii) “Construction of an International Theme Park in
Penny's Bay of North Lantau together with its Essential Associated
Infrastructures - Environmental Impact Assessment” (EIAO Register
No: AEIAR-032/2000). The EIA was approved on 28 April 2000 under
the Environmental Impact Assessment Ordinance (EIAO).
