Taking into account the local characteristics and public aspirations, a GMP seeks to define the overall greening framework of a district, and serves as a guide for all parties involved in planning, design and implementation of greening works. In addition to identifying suitable locations for planting, the GMP will establish the greening themes and propose suitable planting species.

GMPs for the New Territories
We are developing GMPs for the New Territories (NT). Development of GMP for NT South East (Sha Tin and Sai Kung Districts) and NT North West (Tuen Mun and Yuen Long Districts) commenced in May 2011. Development of GMP for remaining NT regions, which includes NT South West (Tsuen Wan, Kwai Tsing and Islands Districts) and NT North East (Tai Po and North Districts) commenced in February 2012. In view of the extensive geographical spread of the New Territories, we expect the GMPs will focus on densely populated areas (such as town centres), tourist attraction locations and major transportation routes.
During the development of the GMPs, we organize community forums to collect the views of the public on greening. The following community forums have been scheduled:

The short-term greening works recommended in the GMPs are implemented by phases. Phase 1 covers Tsim Sha Tsui and Central, and the works were completed in 2007. Phase 2 covers Mong Kok, Yau Ma Tei, Sheung Wan, Wan Chai and Causeway Bay, and the works were completed in December 2009. Phase 3 covers the remaining urban areas, namely Wong Tai Sin, Kowloon City, Sham Shui Po, Kwun Tong, Eastern District, Southern District and Western District. The short-term greening works have successively started during the period from August to December 2009. All the works were substantially completed in mid 2011.
The urban GMPs cover greening measures to be implemented in the medium term and long term. Medium-term measures are dependent on others’projects or require private participation. As for long-term measures, they depict the ultimate greening vision, which can only be achieved in conjunction with urban renewal. The implementation of the medium and long-term measures involves many issues which are outside the control of the Government, e.g. cooperation of developers and owners of private properties and the pace of urban renewal. We also need to carefully consider how to minimise the impact on the residents due to relocation of underground utilities. All these issues are difficult and complicated. We will adopt a pragmatic attitude in liaising with the relevant parties for feasibility of implementing the medium and long-term greening measures of the GMPs
