6.    Description of New Reclamations / Development Areas
 
Brief notes on individual packages giving an outline of progress to date and proposed future actions are given below.

Tseung Kwan O Development - Phase I

6.1    Package A -Tseung Kwan O Development Phase I - Investigation and Design

 
Estimated Cost $135.79M (excluding land resumption costs as for other packages)
6.1.1 This package covers, under 124CL, the Junk Bay Development Study, the Consultant's fees for design of engineering works, site investigation, environmental studies, an economic survey and other studies.
6.1.2 The Junk Bay Development Study, the environmental studies by the then Environmental Protection Agency (EPA) and other subsidiary studies were completed in 1982. The site investigation and Consultant's fees for design and contract stages of engineering works are included for all projects in Phase 1 of the Tseung Kwan O development which includes Packages B and C.

6.2.1 This package comprises the formation and servicing of approximately 213 ha (gross) of land of which about 35 ha is for public housing and about 54 ha for private housing, including village development. It includes the extension and upgrading of Po Lam Road for initial access, together with the necessary infrastructure to serve public and private housing estates.
6.2.2 All land formation in Tsui Lam and Po Lam and district distributor roads in the two districts have been completed. Reservoirs have been constructed in Areas 1, 2 and 3 and mainlaying has been carried out in conjunction with the roadworks. Local roads were constructed to tie in with building development.
6.2.3 The package accommodates a potential population of 174,620 in Po Lam, Tsui Lam and Siu Chik Sha. The first population intake took place in February 1988 in Po Lam Estate and Tsui Lam Estate.
6.2.4 In Siu Chik Sha, land in Areas 85 and 86 have been occupied for industrial development and temporary uses. In future, land in Area 85 will be redeveloped for residential development, and in Area 86 for MTR depot/station and related property development including the provision of supporting commercial and community facilities. The restored Tseung Kwan O Stage I Landfill in Area 77 is under aftercare by the Environmental Protection Department and is planned for district open space and recreational purposes. The Tseung Kwan O Sewage Disposal Works Phase I was completed at Siu Chik Sha in 1987. This facility includes the preliminary treatment works, an outfall sewer to the Tathong Channel and a sewer beneath Pak Shing Kok.
6.2.5 Also included in this package are the Sau Mau Ping Road/Junk Bay Road interchange, which was completed in early 1989, and Tseung Kwan O Tunnel which was completed in November 1990.
6.2.6 The completed community facilities in this package include nine primary schools, eight secondary schools, two special schools for mentally handicapped children, a community hall, a neighbourhood community centre, two indoor recreations centres, two clinics, Fire Services married quarters, a fire station cum ambulance depot and a police district headquarters/divisional police station and two district open spaces. In addition, one indoor recreation centre, one swimming pool complex and library are under construction, and one community hall is under planning stage. The district open spaces in Areas 12 and 25 in Tseung Kwan O were completed in May 1994 and March 1997 respectively. District open space in Area 24 is being constructed. The local open space in Area 22 was completed in 1997. Area 17 will contain a transport interchange with an MTR station.
 
6.3    Package C - Hang Hau

6.3.1 This package comprises the formation of 20 ha (gross) of land for public housing and 20 ha (gross) of land for private housing in the Hang Hau District, including the Hang Hau Village Resite which was completed in July 1989. It also includes the necessary infrastructure for the district.
6.3.2 The completed community facilities include a hospital, a district open space, two clinics, five primary schools and three secondary schools. Other facilities to be provided include two district open spaces, a local open space, an indoor recreation centre and a community hall. There will be a transport interchange with an MTR station in Area 38.

6.4.1 This package comprises district facilities and land development at the periphery of the new town. It includes urban fringe parks, the Haven of Hope Hospital, landfills and Urban Fringe Improvement projects.

6.5.1 This package comprises major town centre facilities as well as a significant portion of private housing developments in Tseung Kwan O. The total area of land formation is 95 ha (gross), which includes 27 ha (gross) for public housing, 17 ha (gross) for private housing, and 23 ha (gross) for GIC uses. The major community facilities proposed include primary and secondary schools, town hall, government offices, cultural complex, central library, post office, magistracy, indoor recreation centre, leisure centre, community hall, clinic and market. There will be a town park in Area 45 and an MTR station in Area 56.
6.5.2 Construction of an interim sewage treatment works to treat industrial wastes from the Tseung Kwan O Industrial Estate was completed in June 1995. To meet the predicted growth in population and development of industrial land in Tseung Kwan O including the Tseung Kwan O Industrial Estate, the Strategic Sewage Disposal Scheme under the control of Drainage Services Department is scheduled for completion in 2000. It consists of the construction of deep shafts and tunnels, amongst other works, to deliver all sewage from Tseung Kwan O to Stonecutters Island for treatment and disposal.

6.6.1 This package comprises major town centre facilities as well as a significant portion of private housing developments in Tseung Kwan O. The total area of land formation is 95 ha (gross), which includes 27 ha (gross) for public housing, 17 ha (gross) for private housing, and 23 ha (gross) for GIC uses. The major community facilities proposed include primary and secondary schools, town hall, government offices, cultural complex, central library, post office, magistracy, indoor recreation centre, leisure centre, community hall, clinic and market. There will be a town park in Area 45 and an MTR station in Area 56.

(i)    Areas 72, 73 and 74 (Tiu Keng Leng) for commercial, residential (including private, public and HOS/PSPS), and GIC (including schools, clinic, indoor recreation centre, a sub-divisional police station and a fire station) uses;

(ii)    Area 87 (Tai Chik Sha) for the Tseung Kwan O Industrial Estate;

(iii)    Area 78 (Pak Shing Kok) for residential and GIC (including schools) developments; and

(iv)    Parts of Areas 65, 67 and 68 (Town Centre South) for private residential, GIC (including schools) and open spaces.

6.9.1 This package provides a development area of 9.50 ha. Sites have been made available for an industrial area of 2.29 ha, a rural housing scheme of 1.60 ha and a new access road to Tui Min Hoi.
6.9.2 Community facilities completed include a fire station, a market, and a refuse collection point. The market and refuse collection point serving the fishermen's housing in Tui Min Hoi are charged to the New Towns and Public Housing Head but the remainder of the building projects are charged to Building Allocation. A then RSD vehicle depot is at the planning stage.

6.10.1 This package provides a development area of 8.06 ha, of which 1.38 ha is for village type housing, 0.65 ha for private residential Zone 3 development, 0.26 ha for workshop and 5.07 ha for government use including an east sector marine police base which was completed in November 1991, a sewage treatment plant and a salt water pumping station. The land was mainly formed by reclamation. The Sai Kung centralised sewage treatment plant has been in operation since November 1988.

6.11.1 This package provides a development area of 2.19 ha for a Hong Kong Housing Society's estate and 0.68 ha for village type development. The Phase I engineering works including reclamation, construction of breakwater, roads and drainage system were completed in 1993. The Phase II engineering works including construction of village resite houses and realignment of Hiram's Highway (part) were completed in 1997 and late 1998 respectively.

6.12.1 Package 6 comprises a variety of projects and community facilities required for the development of Sai Kung Town, including roadworks, sewer reticulation, seawall and reclamation works, a swimming pool and sports complex, two schools, a district open space, additional accommodation for sub-divisional police station and a number of low density housing sites. The swimming pool and sports complex Phase I works and the additional accommodation for sub-divisional police station have been completed. Additional facilities of the swimming pool under Phase II are now under construction. The general site formation works of the north-eastern part of Sai Kung Town North have been completed together with a new seawall. The construction of a centralized primary school was completed in July 1995. The detailed design for remaining roadworks in Area 4 has commenced and the construction works are scheduled to commence in early 2001 for completion in mid 2003.

6.13.1 This package comprises all other proposed developments other than Packages 1 to 6 in the Sai Kung District and includes access roadworks for the Hong Kong University of Science and Technology, improvements to the Sai Kung Outdoor Recreation Centre, Hiram's Highway improvements, the additional Correctional Services Departmental Quarters at Pik Uk and the major items for water supply and community facilities in Sai Kung Peninsula and Clear Water Bay Peninsula such as the Pak Kong Water Treatment Works, water transfer facilities stage II, water supply system stage I, beach facilities improvements, and a combined hostel and sheltered workshop. The improvements to the Sai Kung Outdoor Recreation Centre facilities have been completed. The additional departmental quarters at Pik Uk prison were completed in 1997.
 
6.14    Package 88

  This package comprises improvement works to urban fringe and rural areas (UFI Programme) and works under the Rural Planning and Improvement Strategy (RPIS Programme) in the Sai Kung and Tseung Kwan O area.

  The UFI Programme, being the extension of the Local Public Works scheme and the improvements to urban fringe areas around the New Town, has been substantially completed.

  The RPIS Programme covers improvement works on infrastructure development and environmental improvement in the rural New Territories outside the new town area. Projects within the programme are classified into three sub-programme areas :-

  (i)    Village improvement and development schemes - to provide adequate infrastructure, improved facilities including drainage and flood protection, and serviced land for future expansion of villages.

  (ii)    Improvement, reconstruction and extension of village access roads - to improve village access roads and to implement road improvement works required by the Environment Protection Department under the Livestock Waste Control Scheme.

  (iii)    Provision of sewer and sewage treatment plants in rural areas to provide sewerage networks and treatment plants for unsewered developments within the village confines.

  With effect from 1 August 1994, the role for implementing RPIS minor projects has been transferred to Home Affairs Department. They were considered to be in a better position to co-ordinate the RPIS minor works together with their Local Public Works Programme in the rural areas. The RPIS minor works 10-year programme has ended in March 2000. However, the implementation of some remaining committed improvement items is still in progress. Any new proposed rural minor improvement items would be implemented in Rural Public Works Programme under the control of DHA.

6.15.1 Similar to Tseung Kwan O, these covers areas within the Sai Kung Town which are not covered by any development packages. Strictly speaking, it is not a "package" as there are no engineering works to be done in these areas. It consists mainly of existing developments and countryside conservation areas.
