The temporary sewage treatment works were subsequently replaced by the sewage treatment works in Area 47B.

This package included works necessary to complete Stage I, Phase I development and further essential works that arose from the development of the Sha Tin racecourse. Major engineering works completed included Second Lion Rock Tunnel Road, the widening of Lion Bridge and the construction of a major trunk road from Lion Rock Tunnel Road to the northern end of the racecourse. Reclamation and associated river walls in Areas 12 and 15, the servicing of Areas 7(Part) and 15 and the bulk of the water supply system for Stage 1 development were also included. All works had been completed.

This package mainly comprised the provision of all the sewage treatment facilities for the early development of the New Town. Originally, sewage treatment was provided by a temporary sewage works in Area 15A but this was replaced by the 1st stage development of the permanent sewage treatment works in Area 47B which was commissioned in 1982.
A portion of the cost of constructing the sewage treatment works, pumping station and rising mains had been financed by an Asian Development Bank Loan.
Kau To Borrow area which provided the fill material for the Area 47 reclamation is planned for residential development.
The package also included a portion of Trunk Road T1 near the Sha Tin Racecourse which had been completed.

The engineering works in this package comprised the reclamation and servicing of Areas 8(Part), 21A, 21B and 26B together with the construction of the related primary distributor road network. The above works and the landscaping works along the riverside promenades had been completed.
In addition, a main sewage pumping station had been provided in Area 21B with its associated pumping mains to pump all sewage generated in the town to Area 47B. These facilities were completed in 1981.

A transport review in Fo Tan area, completed by Transport Department in 1996 has recommended a number of road improvement works to resolve traffic congestion in the area.

This package comprised the private residential and light industrial developments in Area 14A and 14B respectively. Reclamation and servicing of the areas had been completed.
Work on trunk road T1 between Lion Rock Tunnel Road and road P1 together with the Dragon Bridge was completed and opened to traffic in November 1984.

Construction of an urban clinic in Area 14D and sub-divisional fire station in Area 14B were completed. Construction of the district open space in Area 14G and 14B was completed. Construction of an ambulance depot, a public toilet and a secondary school in Area 14B were completed. A community centre, a primary school, an indoor recreation centre and another public toilet were planned in Area 14B.

Yue Tin Court Home Ownership Scheme in Area 14J was completed in 1983.

A proposed Home Ownership Scheme in Yuen Chau Kok, Sha Tin Area 14B with 4,816 flats is under construction to accommodate a population of about 15,000 persons.

This package involved the completion of Stage I works, including two footbridges over the KCR and dredging of the Shing Mun River all of which had been completed. The construction of a subway link in Area 17 to Tai Wai had also been completed as had the podium development over the KCRC stabling depot together with ancillary roads and drains. A contract for the uprating of the Main Pumping Station in Area 21B had been completed. All contracts for Stage 2 of the Sewage Treatment Works had also been completed; these two projects had raised the sewage treatment capacity of the existing facilities in line with the projected population growth. In addition, a contract for interim measures to enhance the removal of nutrients from the Sha Tin Sewage Treatment Works effluent was completed in October 1991, thereby reducing the occurrence of red tide in Tolo Harbour and thus improving the water quality. The effluent export scheme to export the treated effluent from Sha Tin Sewage Treatment Works to Kowloon Bay had been implemented as a permanent measure of nutrient removal. The pedestrian bridge over the Shing Mun River connecting Areas 12 and 28 had been completed. Road P2 widening had been deferred and its commencement was to be confirmed by a later traffic volume review. Work on Road D15A extension connecting Fo Tan Road and Jubilee Gardens had been completed and opened to traffic. Road D15 linking Lok Shun Path and Tai Po Road is tentatively scheduled to commence in late 2001. Also, work on the provision of facilities for the marine disposal of sludges from Sha Tin Water and Sewage Treatment Works was completed in April 1991; thereafter, both sewage and water treatment sludges were tankered out to marine dumping grounds.

This package provided for the reclamation and development of Areas 11, 51A and 64 to provide land for light industrial and private residential developments. The formation in Area 64 and reclamation in Areas 11 and 51A had been completed as had the provision of roads and drains to Area 11 Phases 1 and 2. However due to lack of demand for industrial development, these sites were mainly leased for temporary uses. Construction of roads and drainage works to service private housing sites in Area 51A, additional GIC sites in Area 64 and light industrial sites in Area 11 Phases 1 and 2 had been completed. Road P1 in Area 51A was completed and opened to traffic in December 1986. Road D9 bridge, forming the second access to Area 11 from Area 14, was completed in early 2000.

This package included the formation and servicing of Areas 1, 10 and 29A for public housing, Areas 3 and 24A for private housing and Areas 1 and 27 for government institutional uses. Formation, trunk drainage and servicing works had been completed. The Tai Wai Station Forecourt and a bus terminus in Tai Wai had been completed and put to use. All major road works had virtually been completed. A traffic review of the junction at Che Kung Miu Road and Hung Mui Kuk Road was carried out and the recommended form of junction control for the present and future vehicular and pedestrian traffic consisted of a roundabout with a footbridge system above. Construction of this project was completed in November 1998.

Construction of Route 5 - Sha Tin Connection, Phase 1 had been completed in line with the other sections of Route 5 outside Sha Tin and opened to traffic in April 1990. The Tate's Cairn Tunnel, together with connecting trunk roads in Sha Tin under Route 6 had been completed and opened to the public in June 1991. The provision of Trunk Road T3 (Tai Wai Section) which would provide a direct segregated connection between Tai Po Road (Trunk Road T2) and Tai Po Road (Shing Mun Section), had been advanced. The detailed design for Road T3 is in progress. Construction of this section of Road T3 was scheduled to start in 1999/2000 for completion in 2003/04.

This package covered the engineering works associated with the Ma On Shan Development as an extension to the Sha Tin New Town.
The initial development of Ma On Shan (Phase 1 and 2) aimed at accommodating a population of 200,000. The first three contracts for the reclamation and formation of a total of 134 hectares of land had been completed. The land formed was intended for public housing estate, home ownership scheme, private sector participation scheme and GIC uses.
Reclamation of 10 hectares of land, formation of 13 hectares (gross) of land for public and private housing were all completed in mid-1990.
Five contracts for the construction of the Ma On Shan road network and trunk sewers had been completed matching with the occupation of Heng On Estate and Yiu On Estate and a number of sale sites. The contracts for the construction of the remaining roads and drains for the Ma On Shan Town Centre commenced in August 1993 for completion in early 1999.
Reclamation and construction of seawalls in Area 77 had been completed, yielding 23 hectares of land for private and public housing and GIC uses. A public dump had been in operation at this site to cope with the critical demand for public dumping capacity territory-wide and was closed in December 1993.
The construction of roads and drains for Ma On Shan Area 77 started in December 1996 for completion in late 2000.
The construction of Ma On Shan sewage pumping station and rising main had been completed and commissioned. Sewage was being pumped from Ma On Shan to the Sewage Treatment Works in Area 47B. A combined foot / cycle bridge also carrying the rising mains across the Shing Mun River had also been completed.
The trunk road connection from the Tate's Cairn Tunnel Sha Tin Approaches to the Tolo Highway and other roadworks contracts to provide southern and northern connections with the Tate's Cairn Tunnel Sha Tin Approaches were completed and opened to the public together with the Tate's Cairn Tunnel in June 1991.
Mainlaying for the water supply to Ma On Shan had been carried out in conjunction with roadworks.

Heng On and Yiu On Estates had been completed. The home ownership schemes Kam On Court in Area 86, Kam Hay Court in Area 92, Kam Ying Court in Area 103 and the private sector participation schemes Chevalier Garden in Area 75, Fu Fai Garden in Area 100, and Lee On Estate and Kam Lung Court in Area 108 had been completed and occupied. The private sector participation schemes in Area 100 (Fok On Garden) and Area 103 (Saddle Ridge Garden) were also completed.
Phase 1, 2, 3 & 4 of Chung On Estate in Area 90, was completed in 1997, phase 5 & 6 is under construction and will be completed by phases before 2002. HOS in Area 77 is under construction and will be completed by phases in about mid-2000.
A Sandwich Class Housing Scheme (Park Belvedere) in Area 92 was completed in 1998 while another in Area 77 is under construction.

Disposal and development of mixed commercial /residential and residential sites in the Ma On Shan Town Centre (Area 100) was in progress and near completion. The redevelopment of the YMCA youth village into a new camp together with an independent residential scheme were completed.

Construction was completed for a primary school in Area 108, a district police station in Area 103, the Sha Tin Infirmary & Quarters in Area 65C and a sub-divisional fire station, ambulance depot and ambulance training school in Area 92. A general clinic and a social centre for the elderly in Area 103 were completed in 1996. A community hall / social welfare facility is planned in Lee On Estate, Area 108 (PPFS just completed). Further facilities under planning include 2 primary schools, 1 secondary school, a general clinic and two indoor recreation centres. The Ma On Shan Town Park was completed in 1998 while a swimming pool complex in Area 100 was completed in 1997. Construction of a sports complex (phase I) in Area 92 was completed in 1999. Practical school in Area 103 was completed in 1998. Two secondary schools, one in Area 77 and another in Area 90 are under construction. A primary school in Area 77 is under construction.

The RPIS Programme covers improvement works on infrastructure development and environmental improvement in the rural New Territories outside the new town area. Projects within the programme are classified into three sub-programme areas :- |

Village improvement and development schemes - to provide adequate infrastructure, improved facilities including drainage and flood protection, and serviced land for future expansion of villages.

Improvement, reconstruction and extension of village access roads - improve village access roads and to implement road improvement works required by the Environmental Protection Department under the Livestock Waste Control Scheme.

Provision of sewer and sewage treatment plants in rural areas - to provide sewerage networks and treatment plants for unsewered developments within the village confines. |

With effect from 1 August 1994, the role for implementing RPIS minor projects has been transferred to Home Affairs Department. They were considered to be in a better position to co-ordinate the RPIS minor works together with their Local Public Works Programme in the rural areas. The RPIS minor works 10-year programme has ended in March 2000. However, the implementation of some remaining committed improvement items is still in progress. Any new proposed rural minor improvement items would be implemented in Rural Public Works Programme under the control of DHA. |
