2. Background

2.1    The District Council area of Kwai Tsing is covered by statutory Outline Zoning Plans prepared under the direction of the Town Planning Board. The main objective of these plans is to provide a statutory land use pattern and major road framework within which the use and development of land may be legally controlled

2.2    The Kwai Tsing District is covered by 3 Outline Development Plans (ODP) which show the general land use pattern for the area. The 3 plans are namely Kwai Chung ODP, Tsing Yi ODP and part of Stonecutters Island ODP. The Kwai Chung ODP is prepared recently to replace the previous Kwai Chung East and Kwai Chung West ODPs. The Stonecutters Island ODP is under review to include the latest development. The Tsing Yi ODP is under preparation taking into consideration other strategic proposals such as Route 9 which runs through the Island and the proposed port development in southeast Tsing Yi. For individual planning areas in the district, detailed layout plans have been produced to identify specific sites for various land uses, together with reservations for roads and other infrastructure facilities. The general pattern of land use in the Kwai Tsing District is shown on Drg. No. KT/DP/3 in Appendix III.

2.3    As far as practical, provision has been made in such plans for a range of community uses, such as recreation grounds, schools and social welfare facilities that endeavour to meet the requirements set out in the Hong Kong Planning Standards & Guidelines (HKPSG). In turn, such requirements are brought to fruition through this development programme and associated administrative procedures.

2.4    In accordance with the Long Term Housing Strategy, many of the older public housing estates in Kwai Chung will be redeveloped by 2001. This creates the opportunity to alleviate the industrial/residential interface problems, to reduce population density and to provide more open space and community facilities.

2.5    In the Kwai Tsing area, the following proposals should be noted :-

 
(a)    Container Port Development

  There are at present eight terminals operated by the following terminal operators - Modern Terminal Ltd (MTL) (CT 1, 2, 5 and 8 West), Sealand (CT 3), Hong Kong International Terminal Ltd (HIT) (CT 4, 6, and 7) and COSCO - HIT (CT8 East). To ensure that the Container Port can be operated efficiently, major improvements to traffic infrastructure including Route 3 and the West Kowloon Highway, which form part of the Airport Core Programme projects, have been completed in the first half of 1997.

  The proposed CT9 development was originally scheduled for completion in 1997. However, due to unforeseen circumstances, a revised proposal has been made. The revised scheme comprises 4 standard berths and 2 feeder berths. It also included a screen building in Area 22 to act as an environmental buffer. The construction works commenced in May 2000 with the first berth put to operation in May 2002. Construction of Duplicate Tsing Yi South Bridge is undertaken by Government instead of the CT9 developer as originally envisaged. The construction works commenced in January 1996 for completion in mid 1999 prior to operation of the first CT9 berth. Reclamation for a 7 ha site at Stonecutters Island for mid-stream operation was completed in early 1998.

(b)    Review of Developments in Tsing Yi

  Following the approval of the initial results of the Tsing Yi Development Review by DPC and LDPC, the Tsing Yi Outline Development Plan has incorporated the 'Base Development Strategy' as a framework to guide detailed planning and development in the short to medium term. The Tsing Yi Island Risk Reassessment Report was completed and released to the public in April 1989. Recommendations of the Report have, where appropriate, been incorporated onto the Tsing Yi ODP. Relocation of the Mobil and decomissioning of Hong Kong Oil depots from near the populated areas of Tsing Yi was completed in 1994. The CRC Nga Ying Chau Oil Depot has been relocated to Tsing Yi South. Other follow-up actions have also been taken up by departments concerned, with the intention of reducing those risks identified.

(c)    Airport Development

  The relocation of the airport at Chek Lap Kok has prompted major infrastructural development in the Kwai Tsing area. Construction of the airport railway stations at Lai King and Tsing Yi is completed. Highway interchanges will also be provided at strategic locations along Route 3 at Lai King and west Tsing Yi to improve vehicular access to the future airport and Kowloon.

2.6    Substantial parts of Kwai Tsing are already developed. In the Kwai Chung area there is a mature community of about 287 000 people within a total urban area of about 993 ha. The population of Tsing Yi is in the order of 183 000 people within a total development area of 715 ha.

2.7    As regards future population growth, there remain opportunities for new housing development to redistribute the population, as follows :-

  Kwai Chung

 
(i)    a site at Kwai Shing Circuit (Kwai Shun THA site) has been reserved for PSPS with Indoor Recreation Centre development;

(ii)    a site at Kwai Shing Circuit (Kwai Lok THA site) is being developed for PSPS development;

(iii)    a site at Area 9H has been reserved for residential with Indoor Recreation Centre development;

(iv)    a small household public housing development at Tai Wo Hau Road opposite to Kwai Chung Estate was completed by Housing Authority;

(v)    a joint venture development at Kau Wa Keng by the Housing Authority and a private developer. The development will consist of public housing and private housing blocks; and

(vi)    comprehensive development at the Kau Wa Keng CDA by private sector.

  Tsing Yi

 
(i)    comprehensive redevelopment on the Nga Ying Chau Oil Depot site in Area 8;

(ii)    a site in Area 1, the Ex-Tsing Fai THA, is reserved for Village Type Development;

(iii)    a site in Area 1, the Ex-Tsing Kin THA, is reserved for residential development; and

(iv)    a site in Area 10, the Ex-Tsing Yan THA, is being developed for public rental housing development.

2.8    Conversely, population decreases may be expected as a consequence of further clearances of squatters, trends toward smaller households, the relief of overcrowding in certain public housing estates, non residential redevelopment by private developers and the splitting of households when children leave home to get married or to move elsewhere for other reasons.

2.9    Taking account of such factors, it is anticipated that the population of the Kwai Chung area will be about 348 000 by 2008/2009. In the case of Tsing Yi, rapid population growth is expected to be sustained and it is estimated that the population will be about 213 000 in 2008/2009.
