The Landslip Preventive Measures Division
2 consists of two Design Sections and two
Consultant Management Sections

Under the Landslip Preventive Measure (LPM) Programme, the Landslip Preventive Measures Division 2 and its consultants carry out studies of high priority man-made slopes and retaining walls to identify potential danger and the need for preventive works. Where preventive or remedial measures are needed for Government slopes, the Landslip Preventive Measures Division 2 will carry out the detailed design and implement the necessary works to bring the slopes up to current safety standards. Where stability of a slope or wall on private land is found to be unsatisfactory, statutory action will be taken against the responsible private owners by the Buildings Department through the Buildings Ordinance to ensure its rectification.

Slope upgrading works designed in-house by the Design Sections are implemented through works contracts managed by the Works Section of the Landslip Preventive Measures Division 3. The activities of the Design Sections include desk study, ground investigation, stability analysis, design of landslip preventive works and provision of design advice during construction. The remaining slopes dealt with by the Division are implemented through consultants, who carry out geotechnical studies, design of preventive works, preparation of contract documents and supervision of construction. These consultancy agreements are managed by the Consultant Management Sections. The duties of the Consultant Management Sections include reviewing and monitoring of the progress of the slope upgrading works and all associated assignments under the consultancy agreement, expenditure control and co-ordination with other Government Departments. The progress of the geotechnical studies and landslip preventive works carried out under the LPM Programme are shown on the Quarterly Report prepared by the Landslip Preventive Measures Division 1.

The Landslip Preventive Measures Division 2 is keen to improve quality and cost effectiveness in the design of slope upgrading works. Innovative design approaches and new techniques are adopted where found suitable. Examples are the use of soil nails to stablize loose fill slopes and prescriptive measures in slope works.

Apart from safety, we are concerned about the appearance of slopes. It is GEO's policy to make the slopes upgraded under the LPM Programme look as natural as possible to reduce their visual impact and blend them with the surroundings.

Since 1997 all LPM consultants have been required under the terms of their agreements to provide landscape input during design of slope upgrading works. From 1999 onwards, landscape consultants have been employed to provide professional landscape services for the in-house LPM works. Since 2002 in-house landscape expertise has also been allocated to the GEO to strengthen the provision and implementation of landscape solutions to the LPM works.

As one of the initiatives to enhance the appearance of the LPM features, the GEO has published the Technical Guidelines on Landscape Treatment and Bio-engineering for Man-made Slopes and Retaining Walls in September 2000. The publication has won the Grand Award in the Outstanding Green Project Awards 2000 organised by the Leisure & Cultural Services Department and other related professional associations. The GEO has also published the Layman's Guide to Landscape Treatment of Slopes and Retaining Walls for the use of the general public in July 2002.

| In 2008, we provided vegetation
covers to the slopes upgraded under
the Landslip Preventive Measures Programme
wherever possible and planted more than
220,000 trees, shrubs, ground covers
and climbers on the upgraded slopes.
In 2008, we completed a study to further
assess the long-term performance and
sustainability of various greening techniques
applied on slopes with hard surface
cover. The guidance on the use and maintenance
of these greening techniques was given. |
